Lagan Aviation & Infrastructure successfully delivered the refurbishment of key Airfield Operating Surfaces and Aeronautical Ground Lighting (AGL) at RAF Valley, the Royal Air Force’s principal fast‑jet training base on the island of Anglesey in Wales.

This project was delivered under the UK Defence Infrastructure Organisation’s (DIO) Airfield Operating Surfaces (AOS) Framework. The AOS Framework provides a programme‑based approach to the whole‑life management, renewal and enhancement of critical airfield assets across the UK defence estate, ensuring consistent standards, improved resilience and long‑term asset performance.

As part of this programme, Lagan Aviation & Infrastructure completed the full reconstruction of Runway 01/19, together with the reinstatement of multiple taxiways and associated pavement infrastructure. The works also included the installation of a new LED Aeronautical Ground Lighting (AGL) system, significantly improving energy efficiency while modernising the airfield’s operational capability. These upgrades were designed to enhance flight safety, improve maintainability and future‑proof operational resilience at this strategically important training station.

RAF Valley’s coastal location and frequently challenging weather required careful planning, collaborative decision‑making and robust phasing solutions. Throughout the project, Lagan Aviation & Infrastructure worked closely with the Defence Infrastructure Organisation (DIO), the Royal Air Force (RAF), Ramboll, and AECOM to integrate design, safety and operational requirements. Practical Completion was formally agreed on 12 February 2026, with all parties acknowledging the high quality of delivery.

A strong focus was placed on community engagement and local benefit, with regular stakeholder communication and the use of local labour, supply chains and materials where possible. This project represents the company’s third successful scheme under the AOS Framework, reinforcing Lagan Aviation & Infrastructure’s role in delivering complex, high‑value defence aviation infrastructure across the UK.


Key Achievements

  • Full reconstruction of Runway 01/19, including removal of all existing pavement layers and construction of new high‑performance pavement.

  • Refurbishment and reinstatement of multiple taxiways to support safe and efficient aircraft movements.

  • Installation of a complete LED Aeronautical Ground Lighting (AGL) system, reducing energy consumption and maintenance requirements.

  • Upgrading of AGL cabling, ducting, pits and infrastructure to modern standards.

  • Renewal of airfield markings in line with RAF and ICAO requirements.

  • Detailed phasing and temporary works to maintain safe operations throughout delivery.

  • Community engagement and integration of local supply chains wherever possible.
