London Luton Airport

Runway Resurfacing & AGL Upgrade

Value: £18 million

Client: London Luton Airport

Location: Luton, England, United Kingdom

Lagan Aviation successfully delivered the resurfacing of the main runway at London Luton Airport (LLA), as part of an £18 million investment to enhance airfield performance, resilience and passenger safety.

This once-in-a-generation infrastructure scheme was undertaken within a fully operational airport environment, requiring precise planning, close stakeholder coordination and a rigorous focus on safety and quality.

The Challenge

Operating within one of the UK’s busiest airports, the project demanded that all works be completed during restricted nightly closures, with the runway fully operational each morning.

Working hours were limited to a narrow window between 00:01 and 05:45, creating a highly constrained programme that required meticulous sequencing and coordination. Each shift involved over 120 personnel and a large fleet of specialist plant, all operating safely within an active airfield environment.

In addition to logistical constraints, the project required seamless collaboration with airport operations, Air Traffic Control, engineering teams, and safety personnel to ensure minimal disruption to flights and neighbouring communities.

Our Approach

Lagan Aviation adopted a carefully phased delivery strategy, refined through extensive pre-planning and stakeholder engagement.

Key elements of the approach included:

  • Night-time working to maintain full daytime operations

  • Detailed phasing to maximise productivity within limited possession windows

  • Integration with airport stakeholders to ensure safe and efficient delivery

  • Strict adherence to safety, compliance and quality standards

This collaborative and disciplined approach enabled the project team to maintain programme certainty while operating in a complex and time-critical environment.

Delivery

Over a five-month delivery period, Lagan Aviation completed:

  • Resurfacing of the 2.16km runway

  • Installation of approximately 30,000 tonnes of asphalt

  • Upgrade of over 1,000 runway lights to energy-efficient LED technology

  • Associated airfield infrastructure improvements, including enhanced weather monitoring systems

All works were successfully delivered within the restricted nightly programme, ensuring the runway was fully operational ahead of each day’s flight schedule.

Outcome

The completed scheme has significantly enhanced the durability, safety and operational performance of London Luton Airport’s runway, supporting the airport’s long-term growth and passenger experience.

Delivered safely, on programme and with minimal disruption, the project demonstrates Lagan Aviation’s capability in executing complex airfield infrastructure works within live operational environments.
